In order to implement the spirit of electronic government service and effective management of sampling process procedures of environmental inspection organization, this project was referenced with the initial structure of “Environmental Analysis and Testing Organization On-line Application System” which was built in 2008 to inspect its function of application and management. It was coordinated with management function, the whole application procedure of completeness and amity that to establish “Environmental Analysis Organization Management Information System”. The functions of this system were included sampling schedule application, blind sample analysis data application, quality control data application, operation accomplishment application and on-line permit application etc., and provide all steps of email alert function during the application procedures and all kinds of analysis statistical report to the enterprises for their self management. Also on the management part, this system was not only close implement with Environmental Analysis Laboratory current database, but also exchange data with the water quality and water quantity analysis report from Water Quality Protection Department of EPA, to verify the accuracy of the water quality and water quantity analysis sampling procedures report. In the meantime, the management part also provided all kinds of statistic reports to the manager to well control the application situation of the analysis organization. It can also proceed with related audit to inspect and assist analysis organization that has abnormal reporting.This will increase the accuracy and usability of whole reporting data and the related application situation can be probided to the manager for the reference of continual policy making.
